Abstract: Online public services may alleviate many of the inconveniences citizens have to face when accessing public services in the real world. People with low vision may be one of the collectives who could benefit from electronic services (short as e-services) the most, as they can be accessed anytime, anywhere and with the help of their usual assistive technology. Many public e-services are provided by means of accessing, completing and submitting an online-form. However, they are not always accessible for people with low vision and completing them often becomes a complex task. This paper aims to provide mechanisms for measuring the complexity of public e-services forms for people with low vision. Five public e-services have been evaluated according to accessibility guidelines and complexity measuring metrics. In addition, an exploratory study was conducted including five people with low vision and five without visual impairments. The preliminary analysis of the data collected leads us to identify some of the key aspects to be included in online-forms complexity metrics for people with low vision.

Luis Gardeazabal is one of the pioneers of digital accessibility in Spain. In the Egokituz laboratory (which he directed in his first stage) he has developed hardware and software for innovative communication systems for people with disabilities. Likewise, it has developed, through mobile robotics techniques, intelligent wheelchairs. He has directed projects such as Lamia, Intxisu, Jal I and Jal II, CAAP, etc., in which he has collaborated with institutions of great relevance in the field of disability support, such as CEAPAT / IMSERSO, ASPACE, GUREAK, ELKARTU, and has been funded by the Provincial Council of Gipuzkoa, the Basque Government and the Ministry of Social Affairs / IMSERSO.Luis Gardeazabal is the author of numerous publications in prestigious international magazines, books and conferences.

At the proposal of its president, Professor Philippe Palanque, the TC13 Human-Computer Interaction Technical Committee of the Federation for Information Processing appointed Julio Abascal Vice President for Development and Equality [http://ifip-tc13.org/membersofficers/]. Since 2003 Professor Abascal has been developing the tasks of coordinating the grants for students and young researchers from developing countries to access the INTERACT conferences organized by TC13.

The General Assembly of the International Federation for Information Processing, held in Kiev on Ocober 12 and 13 2019, elected Professor Julio Abascal to IFIP Fellow. IFIP felowship is a recognition not only for the professional standing and expertise but also for the contributions to IFIP. The presentation of certificates and Fellow pins will be made at the IFIP 60th anniversary celebrations to be held at Maison de l'UNESCO, Paris, on 28 September 2020.
In that session, the IFIP AG also named "Fellow" to Joelle Coutaz, Michael Franz, Erol Gelenbe, Gerhard Goss, Jan Gullksen, Tony Hoare, Bertrand Meyer, John Mylopoulos, Fabio Paterno, Grzegorz Rozenberg, Roman Slowinski, Lothar Thiele, Frank Tip Fellow , Gene Tsudik, Leslie Valiant, Wil van der Aalst and Andreas Zeller.

The Center for Studies and Research of the Faculty of Engineering (CEIFI) and the SINFOCI research group, held a seminar last July aiming to address the areas of Industry 4.0 and the design of accessible systems, with the participation of international researchers who arrived at the Universidad del Quindío to share their expertise in these fields. During the meeting, Professor Philippe Aniorté of the University of Pau and the Countries of Adour (UPPA), France, spoke on the most relevant features of the Industry 4.0 concept, socialized the avant-garde issues that have been working at UPPA and shared details of the double master's degree that is currently being signed with the University of Quindío. Likewise, Professor Julio Abascal of the University of the Basque Country (UPV / EHU), Spain, shared the experiences of his “Egokituz” laboratory, related to the design of accessible systems, considering the challenges for different types of population, especially for those with physical, sensory or cognitive needs or limitations. During his presentation, Professor Abascal presented aspects of the most recent advances in his research in that area, and a space was established to crystallize cooperation ties between both universities.

Julio Abascal will give an invited talk entitled "Engineering Inaccessible Computing Systems" in the congress eics 2019 (The 11th ACM SIGCHI Symposium on Engineering Interactive Computing Systems)
Accessibility is usually the last feature taken into account when designing interactive systems (in case that it is considered at all). The most important barriers to accessibility are frequently embedded in the own structure of the system and cannot be removed without a painful reengineering process. Too frequently designers decide to skip deep changes arguing that accessibility is expensive, time consuming, and only sporadically necessary.If the objective is to produce accessible interactive systems, using design methods that take into account the accessibility from the conceptualization of the system can save time and money. In this talk I will present arguments to embrace accessibility as an important feature of the design, illustrated with examples of good and bad practices of the design for accessibility.

Since the first Ambient Intelligence proposals this new field showed its capacity to contribute with extremely promising new opportunities for people with disabilities. But, even if the Ambient Intelligence approach is very helpful for them, early studies showed structural and cognitive accessibility barriers that may exclude people with disabilities. Starting from our experience in R&D projects in the Ambient Intelligence field (such as HetroRed, AmbienNet, AmIGune, DomoSilla, or Inredis), in this talk I will present its possible contributions for people with disabilities, and I will also discuss a number of accessibility issues they can find when using Ambient Intelligence based applications.
